Housing, also commonly referred to as dwelling, describes the arrangement and designated use of buildings or homes collectively, for the main purpose of sheltering humans from the effects of nature, both internal and external (storm, heat, cold, etc.). This helped to regulate the spatial pattern of the settlers' neighborhoods, and to create social equality and environmental conservation through the means of resident control over structural amenities.

The arrival of housing organized the production of different types of housing by providing for various needs through the allocation of property. Housing today generally refers to structures which are designed to supply a home for a family or other group of people, rather than for single people. The access to federal programs and the expansion of tenant landlord and control regulation at the post-World War II period have generated new types of residential housing that do not conform to conventional residential practices. This has resulted in a new trend in the provision of public housing assistance.

Public housing is provided through a variety of sources, including the Department of Housing and Urban Development (HUD), the Federal National Mortgage Association (NFMA), local housing authorities, the United States Department of Agriculture (USDA), the Federal Housing Administration (FHA), the Federal Reserve, along with the General Services Administration (GSA). These housing authorities are charged with the responsibility of overseeing the proper functioning of the housing agencies in their areas. Some of these housing authorities also offer financing for the operation and upkeep of the properties they manage. They are expected to submit yearly reports to Congress covering the activities and achievements related to their home programs. They are also responsible for examining and evaluating the performance of the many housing agencies in providing services to their tenants. Such reports also include information on deductions, foreclosures, short sales, defaults, and alternative rental or ownership programs.

Tenant management and decommissioning are two aspects of tenant housing which are often considered separately. There are differences, however, between these two terms. Disintegration denotes the process by which tenants have been given the chance to select whether to renew their lease and move out, or to stay in the property and pursue similar alternatives. There are numerous types of tenant housing programs in america. Some of these include: direct payments, value-based rental payments, income-based rental payments, subsidized room and board, and the public housing system. A number of these housing funding plans are based on financial needs, while others are financial products used to subsidize housing costs. These include social housing, Medicaid, food stamps, and the Department of Housing and Urban Development's (HUD) ChoicePoint program.
